Ukraine attacked an oil refinery in Russia's Kaluga region in the early hours of Friday, setting the facility on fire, according to Russian media reports. Several explosions were heard in the Dzerzhinsky district of the Kaluga region, which borders the broader Moscow region, The Moscow Times reported, citing Russian Telegram channel SHOT. CNBC could not independently verify the reports. Vladislav Shapsha, governor of the Kaluga region, said in a Google-translated post via Telegram that the fire was promptly extinguished, and the extent of the damage was still being assessed. He did not say at what facility the incident took place.

NOAA’s severe space weather watch suggests the storm could trigger numerous effects for life on Earth, possibly affecting the power grid as well as satellite and high frequency radio communications. Moreover, the changes to the ionosphere can block or degrade radio transmissions trying to pass through the atmosphere to reach satellites. And they can also prevent radio transmissions from successfully bouncing off the ionosphere — which some radio operators normally do to increase the range of their signals. The Cybersecurity and Infrastructure Security Agency outlined a similar report in a 2021 presentation on space weather, finding that line-of-sight radio transmissions are generally not affected by space weather except in specific situations. The largest known geomagnetic storm in history, known as the Carrington Event of 1859, caused telegraph stations to spark and catch fire.

The Debate Over Rafah

At the heart of the dispute between President Biden and Benjamin Netanyahu over invading Rafah is a larger disagreement about what Israel can reasonably hope to accomplish against Hamas. Israel’s military has already made progress, having dismantled at least 18 of Hamas’s 24 battalions since the Oct. 7 attacks. But Hamas’s top leaders and thousands of fighters have survived, many evidently fleeing to tunnels under Rafah. “Ending the war without clearing out Rafah is like sending a firefighter to extinguish 80 percent of the fire,” Benny Gantz, a member of Israel’s war cabinet and Netanyahu’s chief political opponent, has told U.S. officials. The Wall Street Journal editorial board, which tends to support Netanyahu, has called Rafah “the crucial city for the terrorist group’s future.”

CNN —The United Nations’ agency for Palestinian refugees will shutter its East Jerusalem headquarters after the compound was set on fire by “Israeli extremists” while staff were inside, its chief said Thursday. “This evening, Israeli residents set fire twice to the perimeter of the UNRWA Headquarters in occupied East Jerusalem. This took place while UNRWA and other UN Agencies’ staff were on the compound,” Lazzarini said. Israeli officials have long criticized UNRWA, which plays a central role in feeding and sheltering hundreds of thousands of Palestinian refugees. CNN —Russian forces have made two cross border assaults inside northern Ukraine, according to information from Ukrainian sources and officials – in what President Volodymyr Zelensky is calling a ‘new wave of counteroffensive actions” by Russia. In the first development, Russian soldiers penetrated at least one kilometre towards the town of Vovchansk, a Ukrainian military source told CNN.
